Read the verse
وَلَقَدْ ءَاتَيْنَا مُوسَى ٱلْكِتَـٰبَ لَعَلَّهُمْ يَهْتَدُونَ
Walaqad ātaynā mūsā l-kitāba laʿallahum yahtadūna
And We certainly gave Moses the Scripture that perhaps they would be guided.
